PROBLEM TO BE SOLVED: To reduce an undershoot when switching a combustion stage. SOLUTION: The water heater is operated by the steps of starting supplying of hot water (S1), and deciding whether a required input amount is an input amount necessary to switch to a combustion stage of a large capability side or not (S2). Here, when the required amount is the amount necessary to switch to the stage, the amount is switched to the stage of the large capability side, burned at the maximum combustion amount at this stage, and a flame carry- over is conducted (S3), and the amount is burned at the required input amount (S5). Meanwhile, when the decision results in no input amount necessary to switch to the stage of the large capability, the flame carry-over is conducted by a preset slow ignition combustion amount (S4), and the required amount is burned (S5).
