PROBLEM TO BE SOLVED: To obtain a cipher communication method by ID-NIKS which is strong against a random number replacement attack. SOLUTION: A private key intrinsic to an entity and transmitted to each entity by using specific information (ID information) about each entity and private symmetrical matrix by a center 1. In this case, the symmetrical matrix is divided into plural asymmetrical matrixes intrinsic to entities and private keys are generated by every asymmetrical matrix. A common key to be required for encoding/decoding is generated by using a public key based on the private key intrinsic to each entity itself and the specific information (ID information) of the other party by each entity.
