PROBLEM TO BE SOLVED: To obtain a carbamate in high yield by reaction between a carbonic diester and ammonia or an amine in the presence of water in small amounts as compared to the carbonic diester. SOLUTION: This carbamate is obtained by reaction between (A) a carbonic ester pref. of the formula R1-OCOO-R1 (R1 is a 1-8C alkyl, 5-10C alicyclic hydrocarbon or 6-12C aromatic hydrocarbon) and (B) ammonia or an amine pref. of the formula R2-NH-R3 (R2 and R3 are each H, a 1-8C alkyl, 3-6C alicyclic hydrocarbon or 6-12C aromatic hydrocarbon) (e.g. methylamine, cyclopropylamine, benzylamine) in the presence of water at <=1 mol% based on the component A pref. under normal pressure to 100 kg/cm2 at 0-120 deg.C; wherein the molar ratio A/B is pref. 1:(1-20).
