PROBLEM TO BE SOLVED: To enable an intelligience agency side to accurate grasp the condion of accident or emergency and deal with the matter by automatically transmitting prescribed information such as information on a passenger when the condition that the vehicle passenger cannot directly make a conversation occurs. SOLUTION: When the passenger of a vehicle looses consciousness or he opens the door of the vehicle and goes out of the vehicle after the occurrence of an accident and after the operation of an urgent switch 11, a direct conversation by a portable telephone set 21 cannot be made. In such a case, the operation state of a door switch 13, the operation state of a passenger detection sensor 4 and an image pickup content by an intra-vehicle image pickup camera 5 after a report by telephone, after the operation of an air bag device 3 or after the operation of the urgent switch 11 are detected. The number of the passengers in the vehicle is operated from the detection content of a passenger detection sensor 4 and the image pickup content by the intra-vehicle image pickup camera 5.
