PROBLEM TO BE SOLVED: To deploy air bags into a position between the lower section of a steering wheel and the driver without increasing the power of their inflator. SOLUTION: An inflator 14 and an air bag 50 in folds are attached to a retainer and are then covered with a module cover 20. The air bag 50 is first folded into a laterally long band when the lower-half side is rolled and the upper-half side is accordion-folded, before the right-hand and left-half sides of the band are either rolled or accordion-folded.
