PROBLEM TO BE SOLVED: To achieve sufficient electromagnetic shielding property and at the same time reduce cost and weight and prevent a surface decoration property from being lost by equipping an electromagnetic shielding layer that is made of a cured object of mixture between a conductive carbon granular body and a thermosetting resin binder on at least one surface of an inorganic plate-shaped body. SOLUTION: An electromagnetic shield layer 2 is provided on the surface of an inorganic plate-shaped body 1. The electromagnetic shield layer 2 is provided with a conductive carbon granular body, and for example wood ceramics, carbon flake, and expansion graphite can be utilized as the conductive carbon granular body. However, preferably a carbon material with a volume resistivity of 101Ω.cm or less is set to a particle size of 0.3-1.5 mm. As the resin binder of the conductive carbon granular body, a thermosetting resin binder is preferably used. On the other hand, as a thermosetting resin binder, phenol resin, melanin resin, urea resin, isocyanate resin, or the like can be used.
