PROBLEM TO BE SOLVED: To improve the reliability by performing classification treatment of bottom sludge securely and to improve the work efficiency by performing bottom sludge treatment continuously in a water purifying method, a water purifying system, and a dam soil discharging system. SOLUTION: Bottom sludge is continuously sucked by a pump dredging boat 11 from a dam 16, and foreign matters are removed from the bottom sludge by a vibration sieve 12. After that, the bottom sludge is classified into sand and gravel having larger diameters than a predetermined grain diameter and unprocessed slurry containing silt having a diameter smaller than the predetermined grain diameter by centrifugal force separation action of a three-phase cyclone device 13, and the unprocessed slurry passes through a concentrated slurry layer in which suspended substances float or sink by a self-filter 14 to filter the suspended substances contained in the slurry and produce purified and treated water. This treated water is returned into the dam 16 by a feed pipe 15 having a pump.
