PROBLEM TO BE SOLVED: To provide a ZnSe substrate which is suitable for the production of a light emission element having the light-emitting wavelengths of blue color to green color, to provide a method for producing the same, and to provide the light emission element. SOLUTION: This ZnSe substrate contains a group I element and a group VII element as dopants. The method for producing the ZnSe substrate comprises thermally treating a ZnSe crystal containing the group VII element and grown by a halogen transport method in the vapor atmosphere of a group I element and Zn or Se. The light emission element uses the substrate and has the light- emitting wavelengths of blue to green.
