PROBLEM TO BE SOLVED: To perfectly and safely treat waste liquid containing dioxins by burning the residual liquid, obtained by concentrating the waste liquid containing the dioxins using an ultrafiltration apparatus and a reverse osmosis apparatus, at a waste liquid burning apparatus the inside of whose furnace is heated to a prescribed temperature. SOLUTION: In the case of treating the waste liquid containing the dioxins, organic matter, inorganic salts, and the like, eluted from a final disposal site, or the like, of burnt ash, at first the waste liquid is circulated, concentrated and filtered using a waste liquid storage tank 1 and the ultrafiltration apparatus 2, the filtered water is circulated, concentrated and filtered using a filtered water storage tank 4 and the reverse osmosis apparatus 5 and then the residual liquid left on the bottom of the tank 1 or 4 is sent to the waste liquid incinerator 10 by a pump 7e or 7f. After the temperature inside the incinerator 10 is raised to 1,000-1,200 deg.C, the residual liquid is thrown into the incinerator 10 in a mist state from plural residual liquid supplying ports 9 so that the dioxins, the organic compounds, or the like, in the residual liquid are burnt to be decomposed and the inorganic salts are melted to flow down along the wall surface of the incinerator 10.
