PURPOSE: A method for assigning and canceling channels by controlling queuing buffer control, is provided to adapt output rates according to arrival rates of data in the queuing buffer in a mobile communication system supporting a MDR(Medium Data Rate) service, so as to efficiently assign and cancel supplemental channels. CONSTITUTION: A queuing time is measured according to the arrival of transmission data to a queuing buffer. The measured queuing time is adapted to a predesignated target queuing time by considering processing capability of the queuing buffer. Supplemental channels existing inside an adaptation range are selected, to variably assign or cancel the selected Supplemental channels.
