PROBLEM TO BE SOLVED: To provide a signal identifying device for stably identifying traffic signal light installed in an outdoor environment according to a signal adjustment value regardless of seasons or time by obtaining a photographed picture, and applying picture processing to the picture for realizing a high level traffic system. SOLUTION: This device is constituted of an input camera 101, an A/D converter 102, an input control part 103, at least two or more light luminance extracting means 104 corresponding one to one to each signal light, a switcher 105, at least two or more luminance value storing means 106 corresponding one to one to each signal light, and a lighting judging means 107. As for a basic light other than a basic light whose lighting is judged by the lighting judging means 107, the luminance value of the basic light extracted by the lighting luminance extracting means 104 is transferred as the luminance value of a lighting-off state to a luminance value storing means 106, and the luminance value of the lighting-off state stored in the luminance value storing means 106 is compared with the present luminance value so that the lighting state of the basic light can be judged by the lighting judging means 107.
