PROBLEM TO BE SOLVED: To provide a subscriber transmitter which avoids generation of a burst error of reception data even when a phase difference between reception burst data in a terminal station device is large or even when a duty ratio of a reception signal is deteriorated. SOLUTION: In a terminal station device 10, a multiple clock of a frequency higher than a master clock of a reference time of a whole subscriber device is generated and a phase difference from an expected phase corresponding to the number of multiple clocks is detected as phase difference information for every TDMA burst frame in an upstream direction from each terminal device 12. The phase difference information corresponding to each of the terminal devices 12 is inserted into an OH part of a TDM frame in a downstream direction and each terminal device 12 is notified of it. Each terminal device 12 extracts this from a position which is allocated to its own device of reception burst data and delays transmission burst data in accordance with the notified number of clocks by using an equivalent timing synchronized with the terminal station device 10 generated by each terminal device 12. A phase adjustment such as this is performed at every cycle.
