PROBLEM TO BE SOLVED: To secure both high ventilation properties and anti-liquid spill properties with its structure simplified. SOLUTION: A kerf 32 is formed up in a packing 3 assembled with the inner side of a cap 2 having a vent hole 23. Paired pedestal parts 24 are formed at both the sides of a groove 25 communicating the kerf 32 with the vent hole 23 in the inner surface of the cap 2. When the inside of a washer tank 1 is negative in pressure, the packing 3 is inwardly deformed, and since there is a gap in the kerf 32, the inside of the washer tank 1 can be kept at atmospheric pressure. When the packing 3 is subjected to positive pressure by means of washing in the washer tank 1, since the packing 3 will never be deformed even if it is hit against the pedestal 24, there will never be any gap in the kerf 32, and washing is hardly spilled out.
