PROBLEM TO BE SOLVED: To safely operate a human power propelling device without causing a danger of colliding with the other ship and an obstacle by dividing a single oar into an operation bar and a paddle part, arranging support bearings, fitting these in a support shaft of the ship side center by joining both support bearings, and advancing a boat in the front direction by using a propelling rope and a pulley. SOLUTION: An object connected by an operation bar 2, a paddle part 3 and support bearings is fitted in a support shaft, a propelling rope 6 is tensioned, and an elastic cord 7 is stuck together. When an operator sits in the bow direction from this state and rows an oar by a conventional method, the paddle part 3 acts in the direction for advancing a ship to advance the ship. After finishing paddling, the oar returns to a former position by tensile force of rubber tensioned in front of a support shaft 1 from a paddle front part. Thus, since a manpower propelling device is operated in the advancing direction, a course can be easily adjusted to prevent a collision with the other ship and an obstacle to safely operate the manpower propelling device.
