PROBLEM TO BE SOLVED: To provide a web winder free of the risk that the air is included in a web roll or the web in the outer layer of the web roll slackens to a large extent, and capable of lessening occurrence of the loss in paper. SOLUTION: A web winder configured so that a web W running via a reel drum 2 is wound on a rotating reel shaft 1 into a web roll R, is equipped with a sealed box 11 to enclose air-tightly the reel drum 2 and the web roll R under winding operation and an air exhausting device 12 to exhaust the air from the seal box 11 to outside. This constitution decreases the amount of air intruding between web layers of the web roll R from the nip part N where the reel drum 2 is in contact with the peripheral surface of the web roll R. Accordingly, since the amount of air expanding within the web roll R is decreased, the slack of the web W in the outer layer of web roll R is lessened to lead to a decrease in the amount of the loss in paper.
