PROBLEM TO BE SOLVED: To provide a paper sheets discrimination device capable of discriminating the surface state of paper sheets such as the presence/absence of a tape stuck onto the paper sheets, the wrinkles of the paper sheets or the presence/absence of the sticking of stains to the paper sheets or the like by simple constitution. SOLUTION: Paper money P carried through a carrying path 4 is irradiated with detection light whose peak wavelength is 253.7 nm from a detection light source 9. A received light sensor part 10 detects reflected light for which the detection light emitted from the detection light source 9 is reflected at the paper money P and a received light quantity calculation part 24 calculates the received light quantity of the detected reflected light. A reference received light quantity is stored in a memory part, a received light quantity difference calculation part 26 calculates a difference between the received light quantity of the reflected light calculated in the received light quantity calculation part 24 and the reference received light quantity stored in the memory part and a judgment part 27 discriminates the state of the surface of the paper money P based on the difference between the received light quantity of the reflected light from the paper money P and the reference received light quantity calculated in the received light quantity difference calculation part 26.
