PROBLEM TO BE SOLVED: To eliminate a problem in environmental sanitation by improving mounting strength of a connecting pipe sufficient, mounting the connecting pipe on a cylindrical body at a plant, reducing workability and manhours at a working site and eliminating leakage and stagnation of drain. SOLUTION: An inner cylinder 9 forming a water channel 2 on a bottom part is molded, holes are provided on a side surface of the inner cylinder 9 so as to be communicated to the water channel 2 of this inner cylinder 9, connecting pipes 5, 6 are integrally installed on this hole, a concrete wall 10 is provided in the circumference of the inner cylinder 9 integrating these connecting pipes 5, 6, and a concrete bottom plate 10' is formed on the bottom part. Consequently, as the connecting pipes 5, 6 can be protected installing parts of the connecting pipes 5, 6 at parts where the connecting pipes 5, 6 pass through the concrete wall 10, it is possible to manufacture the connecting pipes 5, 6 as finished products in a plant, to improve workability at a working site, to reduce manhours, and as the inner cylinder is a molded article, integrated with the connecting pipes and does not leak sanitary sewage, there is no problem in environmental sanitation.
