PROBLEM TO BE SOLVED: To suppress the anaeration of the bottom mud of a lake or pond to be restored by the action of microorganisms playing an active role in summer or in a hot season by separating the bacteria which are psychrophilic, oligotrophic facultive anaerobes and have excellent organic material decomposability from the bottom mud, immobilizing these autochthonous bacteria to settlable carriers and spraying the carrier in winter or in a cold season, thereby accelerating the mineralization of the bottom mud. SOLUTION: This organic matter in the bottom mud which is the cause for elution of nitrogen and phosphorus from the bottom sediment is decomposed in the winter or in the cold season when the bottom sediment part is in a relatively aerobic state by the autochthonous bacteria having the excellent organic material decomposability at low temperature, by which the action of the microorganisms playing the active role in summer or in a hot season is suppressed. Therefor, the effect of promoting the mineralization is enhanced. Namely, the bacteria which are the psychrophilic or cold resistant, oligotrophic facultive anaerobes and have the excellent organic material decomposability are separated from the bottom mud of the lake or pond to be restored and these autochthonous bacteria are immobilized to the settlable carriers. The carriers are sprayed in the winter or in the cold season when the water temperature falls. As a result, the useful microorganisms having the excellent organic material decomposability settle and decompose in the second half of the autumn and propagate with feed the algae accumulated on the bottom layer of the lake or pond as and, therefore, the decomposition and mineralization of the algae are accelerated.
