PROBLEM TO BE SOLVED: To realize integration or interconnection of existing communication networks. SOLUTION: On the occurrence of a call from an asynchronous transfer mode ATM communication network 101 to a synchronous transfer mode STM communication network 102, an ATMIF 20 receiving a connection request signal (control signal) converts this control signal into a form of an ATM cell 1000 to provide a header addressed to signal processors SIG 50-1-50-n to process the control signal and outputs the resulting cell. An ATM switch 10 conducts self routing on the basis of the header information. The SIG 50-1-50-n convert the ATM cell 1000 in compliance with a prescribed protocol and provide a header addressed to call processing processors CLP 630-1-630-k processing the control signal and output an ATM cell 1100. The CLP 630 receiving the ATM cell 1100 conducts call connection control in interlocking with other processors provided with decentralized functions.
