PROBLEM TO BE SOLVED: To provide a device suitable for driving a three-electrode surface discharge AC plasma display panel with an address driving system during display. SOLUTION: This driving device includes a scan driving part 2, an address driving part 3, a common driving part 4 and a control part 5. The scan driving part 2 is provided with a memory in which scan data having prescribed scanning orders are stored and applies a scan driving signal on scan electrode lines by scan data corresponding to addresses to be inputted. The address driving part 3 applies an address driving signal by a display data signal inputted on corresponding address electrode lines. The common driving part 4 applies a common driving signal by a common data signal inputted on common electrode lines. The control part 5 generates addresses, the display data signal and the common data signal by processing video data inputted from the outside. Thus, since a maintaining discharge period is relatively lengthened because an address period is relatively shortened, display luminance is relatively enhanced.
