PROBLEM TO BE SOLVED: To facilitate to confirm the distribution situation of contents and to improve operability by allowing a base station to transmit a connection file prepared by a connection file preparing means to a 2nd terminal device through a satellite channel. SOLUTION: When a customer request source terminal device 10 side decides contents desired to be distributed and the distribution destination of the contents, it transmits the contents together with branch office number list information being the distribution destination to a repeater 50. The repeater 50 generates a distribution group header showing distribution destination group information. It simultaneously refers to a collation table, converts branch office number information in the branch office number list information into a terminal ID to make it a distribution destination header and prepares contents for distribution by connecting it with the contents. The repeater 50 transmits the contents for distribution together with the distribution group header to an uplink station 30. The station 30 simultaneously transmits the contents for distribution including the distribution destination header to a receiving terminal device 40 group belonging to a designated group through a satellite channel.
