PROBLEM TO BE SOLVED: To automatically perform operation for opening at the time of a calm and operation for closing at the time of a strong wind by a simple sructure. SOLUTION: A panel 12 is formed in a sigmoid shape having a cross secional shape integrally connected rear edges of same shaped wing sections 12a, 12b in point symmetry, and the panel 12 is rotatively attached on a post 14 at a point symmetry position (rotatively central axis 13). Also, a swing weight (an attack angle setting means) 23 for balancing the panel 12 with a proper attack angleαat the time of a calm is provided. Therefore, smootly rotational torque (torque for rotating the panel 12) is generated to panel angle of 0 deg. to 90 deg.. Since it is possible to automatically perform operation for opening at the time of a calm or a soft wind (the panel approximates almost evenness) and operation for closing at the time of a strong wind, scenery can be secured without requiring labor.
