PROBLEM TO BE SOLVED: To obtain a zinc complex useful as a material for organic electroluminescent devices drivable at low voltages by using a specific hydroxyquinoxaline compound as a ligand. SOLUTION: This zinc complex is such one that a 5-hydroxyquinoxaline compound of the formula [R1 to R5 are each H, a halogen, (substituted) alkyl, aralkyl, alkenyl, allyl, alkoxyl, aromatic hydrocarbon group, aromatic heterocyclic group, or such that any two of them adjacent to each other are joined together to form part of the ring structure] is used as a ligand. One of the compounds of the formula, 5-hydroxy-2,3-dihydroquinoxaline derivative, is prepared, for example, by condensation reaction between 2,3-diaminophenol and a 1,2-diketone derivative. One version of the zinc complex, di-(5-oxy-2,3- dipyridylquinoxaline)zinc complex, is obtained by reaction between 5-hydroxy-2,3- dipyridylquinoxaline and a bivalent zinc compound in the presence of a basic substance.
