PURPOSE: A wax-free silicone-in-water(S/W) emulsion cosmetic composition is provided for improving the maintenance of water content in the skin and avoiding the side-effects caused by its application to the skin. CONSTITUTION: Waxes, hydrocarbon oils, ester oils, and animal and plant oils cause the stimulus of the skin. Wherein, waxes indicate all of the organic materials having alkyl group which are solid and semisolid at room temperature. The composition comprises 3.0 to 30.0 wt% of volatile or nonvolatile silicone oils such as dimethicone or polyphenyl siloxane as volatile silicone oils and cyclomethicone as nonvolatile volatile oils; 0.2 to 5.5 wt% of nonionic emulsifiers such as dimethiconol, dimethiconcopolyol and siliconeglycocopolyol; and 0.1 to 3.0 wt% of organic and inorganic viscous enhancers such as xanthan gum as organic viscous enhancers and natural bentonite, synthetic bentonite, magnesium aluminium silicate, and hectolite as inorganic viscous enhancers.
