PURPOSE: A method of manufacturing a low-carbon cold-rolled steel plate is provided to enhance processability by having a small anisotropy coefficient and large elongation ratio and average plastic strain. CONSTITUTION: Steel consists of, by weight %: 0.015-0.050% of C, not more than 0.010% of Mn, 0.002-0.030% of Zr, not more than 0.020% of P, not more than 0.015% of S, not more than 0.015% of Si, not more than 0.04% of Al, not more than 0.004% of N, Fe and incidental impurities. The steel is heated at a temperature of 1050-1300°C and hot-rolled at a temperature of 660-750°C. Then, the steel is cold-rolled to 65-90% and continuously annealed at a temperature of 750-870°C at a speed of 20-100°C/s and at a temperature of 350-500°C. Finally, the steel is rolled to 1.0-2.0% to manufacture a low-carbon cold-rolled steel plate with a small anisotropy coefficient of plastic strain.
