PROBLEM TO BE SOLVED: To perform various fluctuation movements to a locking main axis. SOLUTION: A friction plate 3 intervenes between a locking main axis 1 for transmitting the fluctuation movement to a die and the die under the condition that an eccentric angle and a rotation angle velocity of a center axis is adjustable at the upper part of the fluctuated die 2. A gyro part 4 and a fixing part 5 are installed around a peripheral frame 20 fixed to the die. A desired fluctuation is performed to the die having a two-dimensional degree of freedom based on a rotatable engagement relationship of a first projection column 61 and a first support engagement part 71 between the die or the peripheral frame, and the gyro part, and based on the rotatable engagement relationship of a second projection part 62 and a second support engagement part 72 between the gyro part and the fixing part. Also, idling due to a rolling movement of the die is prevented, resulting in sure formation of a desired pattern.
