PROBLEM TO BE SOLVED: To easily perform connection at the time of a manual operation from the ground surface by switching an operation of a valve disposed in an underground buried pipe into the manual operation and an automatic operation. SOLUTION: A valve 33 disposed in an underground buried pipe 31 buried downward the ground surface 32 is driven for opening and closing by an operation from the ground surface 32 with respect to a driving part 35 disposed in a pit 34, and switching for an automatic operation and a manual operation and connection for the manual operation are easily performed. A power unit 38 is connected to the driving part 35 through piping 36, 37 for the automatic operation, and the automatic operation is carried out on the basis of a command for transporting a radio signal. The power unit 38 is disposed at a position apart from the ground surface 32 on which the pit 34 is arranged. At the time of maintenance, inspection, and the failure of the power unit 38, a cover 42 is opened, and driving hoses 39, 40 for the manual operation are connected to the driving part 35 to manually operate the valve 33 by a hydraulic unit 43 for the manual operation.
