PROBLEM TO BE SOLVED: To permit to constantly maintain intensity against liquefaction without requiring special auxiliary facilities and lowering the degree of saturation of sand ground by filling prepared chemicals to the sand ground after aeration when forming an agglomeration body in sand ground by filling a silica-based aqueous solution type chemical in sand ground. SOLUTION: A chemical aeration equipment 16 is equipped with a sloped chemical flow-down way having step wedge-shaped irregularity on the inner bottom surface of a gutter-shaped member, and the chemical solution has a turbulent flow state and takes in surrounding air and performs aeration when the chemical prepared by a chemical solution preparing equipment 12 flows down through a gutter-shaped member toward a chemical storage tank 14. And when forming an agglomeration body in sand ground by filling a silica-based aqueous solution type chemical prepared in the chemical preparing equipment 12 into the sand ground, aeration is performed by flowing down the adjusted chemical in the chemical aeration equipment 16 in a state of turbulent flow and then guiding to the chemical storage tank 14, thereafter, the chemical is filled under pressure into the sand ground through a filling member penetrated in the sand gravel.
