PROBLEM TO BE SOLVED: To provide a piezoelectric transformer which is small in size and high in step-up ratio and reliability, a drive method and the manufacturing method thereof. SOLUTION: A piezoelectric transformer carries out a voltage conversion through mechanical vibrations, where the piezoelectric transformer is composed of a low impedance part 111 formed of one or more piezoelectric layers 14 and a high impedance part 112 formed of one or more piezoelectric layers 15, and the piezoelectric layers 14 and 15 of the impedance parts 111 and 112 are set parallel with each other in the direction of polarization. As a result, voltage conversion can be carried out, taking advantage of the vibrations of longitudinal effect (k33).
