PROBLEM TO BE SOLVED: To attain a stable operation as a whole system without affecting the operation of the other sub-system by limiting the number of buffers common to a system to be assigned to the sub-system under a fixed condition. SOLUTION: When the necessary number of buffers and a buffer acquiring request for designating processing to be executed are transmitted from a sub-system, a buffer managing device 10 compares the total number of buffers 7 which are used by the whole sub-system with primary and secondary congestion regulating values set in a parameter table 12. When the total number of buffers is more than each congestion regulating value, and the request is based on processing other than processing set for each congestion regulating value, the buffers are not assigned regardless of the number of the residual buffers. Also, even when the number of buffers to be assigned to the sub-system issuing the request is more than the sub-system congestion regulating value, the buffers are not assigned.
