PROBLEM TO BE SOLVED: To obtain a paper mulch sheet having a ground temperature increasing effect and a biodegradability of a dampproofing layer by including a specific substance in the dampproofing layer in a paper mulch sheet providing the dampproofing layer containing latex in the paper substrate. SOLUTION: This paper mulch sheet has a dampproofing layer containing latex in at least a face of the paper substrate and a photocatalytic titanium oxide in the dampproofing layer or the surface of the dampproofing layer. Preferably, humic acid or huminite is contained in the paper substrate in an amount of 0.05-15 wt.% based on an absolutely dried weight of the paper substrate and the substrate has 3-20% breaking elongation in the papermaking direction according to JIS P-8132.
