PROBLEM TO BE SOLVED: To form an image reduced in the change of image quality without making a dot image prominent. SOLUTION: A photosensitive body 2 has a photosensitive body film thickness of 15 μm or less. An exposure device forms a dot-like electrostatic latent image on the photosensitive body 2 by the turning-on/off of laser beam with a beam diameter defined by a 1/e2 diameter of 50 μm or less capable of sufficiently attenuating the potential of the photosensitive body 2. A developing apparatus 5 develops the electrostatic latent image by using a dry developer to form a dot like toner image. This image forming apparatus 1 performs the expression of gradation by a density per a unit area of the dot like toner image and makes the adhesion amt. of toner to the electrostatic latent image of one dot 1.2 times or less that in a uniform area image in the same density and the same unit area.
