PROBLEM TO BE SOLVED: To provide a cooling roller which has a long service life, reduces energy loss of a heating furnace/a soaking furnace and reduces a equipment cost/a running cost. SOLUTION: A radiation suppression part 10, which suppresses a heat transfer due to radiation from a soaking furnace to a rotating shaft 2, is formed to a peripheral face of the rotating shaft 2, in which a flow passage 3 causing a cooling water to flow on a center axis of a columnar carbon steel is arranged. Plural tires 4, 4 forming a heat resistant steel to an annular shape, are arranged at suitable distances in the longitudinal direction of the rotating shaft 2 around the rotating shaft 2. The tires 4 are supported by plural support members 5, 5... having a roughly folding fan shape. First/second flange parts 4b, 5b, 5b are protruded coaxially to the rotating shaft 2 on the side faces of the tires 4 and the support member 5. Between the facing tires 4, 4 and the support members 5, 5..., the first/second flange parts 4b, 4b, 5b, 5b, which correspond to three layer heat insulation shield cylinders 9, 9, 9 having different diameters, are free-fitted.
