PROBLEM TO BE SOLVED: To realize energy saving by restraining discharge quantity of carbon dioxide by using carbon dioxide (CO2) again as fuel and improving working efficiency of fuel. SOLUTION: Loss of energy due to passing of time is prevented by making carbon dioxide contained in exhaust gas discharged from a gas turbine 3 into fuel again by a thermochemical changer 7 and converting thermal energy impossible to store into chemical energy free to store and its refuel is sent to the gas turbine 3 with recompressed air and burnt under a power generating method to convert rotational energy of the gas turbine 3 to electricity by a generator 5 by rotating the gas turbine 3 by burning gas fuel introduced wth compressed air.
