PROBLEM TO BE SOLVED: To easily and safely cut out postage stamps without use of scissors or the like and without causing damage of the stamps and reuse the stamps like stamp collection by forming perforations at the position on an envelope for sticking stamps. SOLUTION: Perforations 2 are formed at the positions where postage stamps 3 are stuck on an envelope 1. When cutting out the stamps 3 from the envelope 1 to collect the stamps 3, the envelope 1 is cut along the perforations 2 to easily cut out the stamps 3. In this way, postage stamps can be easily and safely cut out in a favorable condition without use of scissors or the like and without causing damage of the stamps 3. Accordingly, it is convenient to reuse the stamps 3 and also reuse of stamps 3 can be promoted.
