PROBLEM TO BE SOLVED: To provide a lower limit stopping device of a cloth fire shutter which does not require adjustment during construction in a job site. SOLUTION: A clutch 10 turned to a bracket 2 by application of torque more than designated to a winding shaft 3 is provided between the bracket 2 of a dead load drop type cloth fire shutter. The value of the designated torque is set within a range of the torque generated by the total weight of the totally closed sheet body 1 and the weight of a bearing plate.
