PURPOSE: A passport issuing device is provided to print and issue a passport that is transferred to other printing unit in case an error occurs in one of many printing units with arranging printing units in plural. CONSTITUTION: A passport issuing machine(200) consists of bottom, middle, top passport waiting sections(250,252,254) where a passport(220) withdrawn from a storage section(210) is waiting and, sensing sensors(250a,252a,254a) of passport at bottom, middle, and top sections that sense the passport waiting. With entry of a small vehicle, the passport(220) is printed in the bottom printing section(240) and issued at a bottom issuing port(230) and a middle sized vehicle is printed at a middle section. If abnormality occurs to the bottom printing section(240), the passport(220) is not carried to the bottom passport waiting section(250) and the waited passport(220) is transferred to a pause printing section(242) in order information of toll gate and entered vehicle to be printed and issued through the pause printing section(242).
