In a computer main body 1, provided are an approximate curve representing part 1A that calculates from the actual data in the storage device 2 the relationship between a fuel ratio and the gas temperature at the downstream of a heating tube in a state in which ash is not deposited on the heating tube located in the upstream with respect to the gas flow inside the boiler and the relationship between an ash part and the gas temperature increase at the downstream of the heating tube by the influence of the deposit of the ash to the heating tube and represents these relationships by approximate curves, a highest gas temperature set part 1B that calculates the gas temperature and the gas temperature increase relative to the fuel ratio of the coal that is planned to be used, using the approximate curve, and from the results sets a highest gas temperature for the case in which an operation is executed by the coal, and a gas temperature predicting part 1C that adjusts the gas temperature obtained through a performance calculation result by the highest gas temperature and based on the adjusted gas temperature predicts a gas temperature at the downstream of the heating tube.
