PROBLEM TO BE SOLVED: To improve a function by specifying the grain size and weight mixing ratio of rock wool and an inorganic hydraulic material to form a granular mixture. SOLUTION: A culvert hydrophobic material is formed with a granular mixture having the rock wool percentage content of 50-90 wt.%, the inorganic hydraulic material percentage content of 10-50 wt.%, and the grain size under 10 mm mesh component of 80% or above. A slag hydraulic material constituted of blast furnace slag powder and a hydration stimulant is used for the inorganic hydraulic material. After execution, the inorganic hydraulic material of the culvert hydrophobic material is hydration-cured by the moisture in the soil, and rock wool fibers are connected together by an inorganic hydrate into a porous fiber structure. This culvert hydrophobic material has excellent water permeable performance and compressive strength resistance, it prevents the transit of sediment, moisture passes through this layer, however no sediment reaches a culvert. The culvert hydrophobic material can efficiently attain drainage, it can maintain its function over a long period because it is not corroded, and it can prevent environmental pollution because it is gradually converted into soil.
