PROBLEM TO BE SOLVED: To provide a simple detecting method to detect a fired-to-redness combustion state with high sensitivity. SOLUTION: To detect a flame state by detecting a photo signal generated from flame formed in a combustion device 4, in a region on the side situated downstream of a flame forming direction from a red flame forming region where flame is burnt in a blue flame state in the combustion device 4, a photo sensor output from a photo sensor 11 is obtained, the photo sensor having a sensor detection region in a red flame forming region, in which flame is burnt in a first-to-redness state. A flame state is detected by the output of the photo sensor output.
