PROBLEM TO BE SOLVED: To provide a communication procedure processing method capable of supporting the communication procedure functions of different patterns by one procedure management function, reducing the development man-hour of the procedure management function and reducing management man-hour. SOLUTION: For all of the procedure management function 5 and communication procedure functions 2-4 of a communication program 11 for which the plural communication procedure functions 2-4 are turned to a layer structure, a connection mode 9 that determines behavior for each connection is defined and the connection of the communication procedure function of respective layers is decided corresponding to the defined connection mode. The connection mode is selected and defined from 'permanent' for establishing the connection at all times, 'active' for performing a connection establishing operation itself when connected, 'passive' for waiting for connection establishment from an opposite party when connected, 'automatic' for performing an operation by becoming 'active' at the call origination from a present station and becoming 'passive' at the call origination by an opposite station and 'command' for performing the connection by a command for instance.
