PROBLEM TO BE SOLVED: To enable production of a product which is excellent in insertability of a terminal at the time of using a device, has little product loss and is excellent in a fine view and economical efficiency by performing a terminal fixing processing by an adhesive tape after a corner of a web roll terminal is cut during a winding process and a barrel winding tape is supplied and is wrapped. SOLUTION: A cutting means 10 movable by a driving part 16 is provided, a web roll terminal 4 is suppressed on a cut base 11 by a suppression rod 12 and a corner is cut by a cutter 13. After the cutting is finished, a tape supplying means 30 is lowered from an upper side, a barrel winding tape 31 is paid out from a supply reel 32, the tape 31 is cut into required lengths by a tape cutter 35 and is supplied. In a barrel winding means 20 constituted of an attraction roller 21 and a rotating roller 22, a web roll 2 is rotated in a winding direction, keeping required pressing force by a pressing roller 23, and a thin width web and the barrel winding tape 31 are wound. By a sticking means 40 provided with a slide mechanism and a sticking machine 42, an adhesive tape is intermittently supplied and a terminal processing of the barrel winding tape 31 is performed.
