PROBLEM TO BE SOLVED: To provide a pipeline cutting device capable of safely and surely cutting a pipeline through which activated material flows. SOLUTION: This device is equipped with a roll cutter 2 moving cutting blades 8 and 9 in the circumferential direction of a pipeline 1 by means of an operation lever 5, a casing 3 by which an area close to a subject cutting position of the pipeline 1 is enclosed in the circumferential direction, a fastener 4 formed out of two sliders 30 and 31 and paired fastener tapes 29, and an inactive gas feeding pipe 35 communicated with the inside of the casing 3 from the external part. An opening 27 for the operation lever extended in the circumferential direction of the pipeline 1, is provided for the casing 3, both the fastening tapes 29 are mounted to the peripheral part of the opening 27 for the operation lever, the operation lever 6 is inserted into a gap between the fastener tapes 29 so as to be locked with the sliders 30 and 31, the size of the gap communicating the inside and the outside with each other is kept to the minimum at all times, and the aforesaid gap is covered with a leak prevention member.
