PROBLEM TO BE SOLVED: To reduce production costs by abolishing the use of seat holding material, and prevent the degree of parallelization for a valve seat from being impaired even when an outflow pipe is fixed thereto, and even if excessive force is applied to the tip end of the outflow pipe. SOLUTION: A deep drawing cylindrical part 1a is formed up in the bottom surface of a fuel chamber cover 1 by means of deep drawing, a seat member 12 is pressed in an inner surface internal end part so as to allow a valve seat 13 to be formed up, and a fuel outlet connection pipe 8 is pressed in and brazed to an inner surface external end part so as to allow a fuel outflow part 60 to be thereby formed up. By this constitution, production costs can thereby be lowered by abolishing the use of seat holding material, and the degree of parallelization with respect to the diaphragm mounting surface 1c of the valve seat 13 can thereby be secured with ease.
