The electric power converter (3) connects high-pressure discharge lamp (7) to output section. A generator circuit (6) applies high voltage to start the lamp. The operation of the power converter is controlled by control circuit (10), based on the electric power detected by detectors (4,5). A target electric power setting unit (11) sets up target power value, based on the charging of the capacitor (C2).
