PROBLEM TO BE SOLVED: To reduce fluctuation in a duty factor by relaxing a transient response when the frequency is varied. SOLUTION: Sources of 1st to 2n-th N channel MOS transistors(TRs) M1-M2n- th connect to other terminals of 1st-2n-th very small unit capacitors Cva11-Cva12n whose one-terminals connect to GND, and respective drains are connected in common, and an input of a source follower circuit connects to the common connecting point and gates of the 1st to 2n-th N channel MOS transistors(TRs) M1-M2n-th connect respectively to an output of a delay circuit 2 and an input to the delay circuit 2 connects to an output of a bit conversion circuit 1.
