PROBLEM TO BE SOLVED: To obtain the subject preparation excellent in skin bleaching effects, by including serine as an active ingredient. SOLUTION: This preparation contains preferably 0.001-20.0 wt.% of based on the whole amount of the cosmetic of serine (a kind of an amino acid, anα-aminohydroacrylic acid, L-serine, D-serine, DL-serine are known). The cosmetic can be formulated, for example, with a powdery component, liquid oils and fats, solid oils and fats, a wax, a hydrocarbon, a higher fatty acid, a hither alcohol, an ester, a silicone, an anionic surfactant, a cationic surfactant, an amphoteric surfactant, a nonionic surfactant, a moisturizing agent, a water-soluble polymer compound, etc., besides the active ingredient.
