PROBLEM TO BE SOLVED: To obtain a plant-activating material having various plant-activating effects such as the stimulation of plant growth, the advancement of a flowering time, the improvement of flower colors and the prevention of the withering and dwarfing of a plant and useful for hydroponics, etc., by forming a titanium dioxide thin film on the surface of a base material. SOLUTION: This material for activating plants comprises a material formed by forming a titanium dioxide thin film, such as a crystalline film oriented in a direction selected from crystal surfaces comprising (001), (100), (211), (101) and (110) in a direction vertical to the crystal surface, on the surface of a base material such as a metal, glass, pottery or ceramic. The plant-activating material preferably has an oriented crystal film thickness of >=0.1μm, a crystal particle diameter of 0.1-10μm and a particle diameter distribution within an average value±100%. The plant-activating agent is preferably annealed in an oxygen atmosphere after the oriented crystal film is formed.
