PROBLEM TO BE SOLVED: To enable heat extraction performance to be adjusted in a wide range by arranging a plurality of heat extraction adjusting holes toward the casting direction between water passages for cooling and an inner surface of a mold at the upper part of the mold, stopping the water flow into the heat extraction adjusting holes at the time of casting a middle carbon steel to make a hollow part and flowing the water into the heat extraction adjusting holes at the time of casting a low carbon steel. SOLUTION: A plurality of water passages 2 for cooling, is arranged in parallel with the casting direction in the whole periphery of the mold 1, at the back surface of the mold 1. A plurality of heat extraction adjusting holes 4 is arranged in parallel with the casting direction between the water passages 2 for cooking and the inner surface 3 of the mold. The heat extraction holes 4 are arranged in a distance Z1 to Z2 in the casting direction from the upper end of the mold 1 and a distance L from the inner surface 3 of the mold and at the position having a distance M from the perpendicular line lowered to the inner surface 3 of the mold from the water passages 2 for cooling. It is desirable that the diameter of cross section of the heat extraction adjusting hole 4 is 5-10 mm at Z1=50-70 mm, Z2=150-250 mm and L=50-70%×(the distance between the water passage 2 for cooling and the inner surface 3 of the mold).
