PROBLEM TO BE SOLVED: To prevent the use of illicit parking tickets with which another car can leave a parking lot by opening an entrance gate when a parking ticket is pulled out of a parking ticket issuing machine and permitting the leaving of the relevant car when its parking fare is integrated by means of the issued ticket. SOLUTION: The light emitters 6A and 6B and the light receivers 7A and 7B are placed at the positions set along the front and rear sides of an entrance gate 4R where the optical axis lines T1 and T2 are kept closed and against a gate catcher 5 and a gate open/close machine 3 which are located at both sides of a car entering path R. The right passing of a car MT is decided when the car MT is successively detected by the 1st and 2nd sensors and then not successively detected by the 2nd and 1st sensors respectively. A car entering management device 1 receives the pass signals showing the car MT moving toward a parking lot through the communication lines F3 and F4. Then the device 1 sends the car entering information to a car leaving management device or a central management device to adjust the parking fare received via a parking ticket when the car enters the parking lot and also sends a gate close signal CL to the machine 3.
